Hi! I'm a highly educated hairstylist in an upscale metropolitan salon, and this is what I suggest for you. Please keep in mind, that it's so hard to suggest anything since I don't know what you really look like.
If you don't have time for a touch up once a month, you definitely don't want red. Red fades out within 2 weeks and needs constant refreshing. Sounds like you should go more of a blonde, but definitely a warm blonde. Something 1 or 2 shades lighter than your natural. Are you sure you want chunky highlights? Chunky highlights are much more noticeable when they grow out. Maybe a lot of little ones is better for your needs.
Foils can be controlled by your hairstylist, so they can control how thick you want them, how dense you want them, and where to position them. They get a considerable amount closer to your root, so it will take longer to notice your regrowth. It's up to you how often you need to have them redone. Some people are anal and want them done at the first sign of roots, but it's better if you wait until you feel uncomfortable with the amount of regrowth you're having. Usually 2-3 months, depending on how fast your hair grows out. Keep in mind that highlights will continue to get lighter as they oxidize, so don't be surpriseded if they look lighter after 2 months of having them. Your hairstylist should be able to tone them right back down to normal when you have them redone.

I've been doing variations of that frequently
and it seems to be getting popular.
Thin highlights, with those colors, look great.
And light brown hair is the perfect color to go along
with them.
You won't have to get touch-ups as often,
since there will be various colors,
and your roots will blend.

Foils are great but you have to go to a good stylist that will get them close to the scalp so they don't grow out to fast. Also red fades supper fast just know that before you go thinking you wont have to do your hair for a long time. I would go with the honey highlights. Do not go for chunks they will show your roots.
i think you should go to your hairdresser and ask them what color looks most natural on your hair.
go for natural colors, not artificial weird looking colors.
tell them that you just want to enhance your look and bring out your undertones.

You should definetly go to a salon that only used goldwell products on your hair. Goldwell doesnt damage or use harsh products on your hair.
Don't be afraid to use foils they are actually better to get then all over color.
If you don't want platinum blonde then I would just get either a Lighter brown.
Or golden blonde weaved through..this will look really good with light skin and greenish eyes. Plus the color that goldwell uses is not bleach so it wont damage your hair. Also when it grows out it will start to blend so you wont be able to tell you have a root you can wait atleast a month or two before going back.
You should also choose weather you want a parcial or a full.
